Exterior Restoration and Roof Replacements

Armand was contracted by NYCHA to provide construction management services for the restoration of 25 buildings across three developments.  Armand acted as agent for NYCHA through pre-construction, construction and post-construction phases of the project.

Taft Houses: Located in East Harlem, the nine, 19-story buildings that make up the Taft Houses underwent the replacement of steel lintels on the facade, repointing the roof exterior, boiler stacks, and building facade, and the replacement of horizontal and vertical expansion joists.

Armand oversaw the pre-construction services which included project planning, constructability review, scheduling, estimate review and reconciliation, procurement oversight and assistance in the bidding process, value engineering analysis, and quality assurance management.

During Construction, Armand oversaw and documented all construction activities performed by the contractors to ensure compliance with contract documents and codes, administer the project schedule, forecast cash flow, approve contractor invoices, assess site safety challenges, and provide weekly and monthly reporting to NYCHA.

La Guardia Houses: The nine, 16-story La Guardia Houses in lower East Manhattan underwent facade repairs, replacement of parapet walls, copings, chimneys and roofing replacements as part of this contract. These nine buildings also required significant asbestos abatement on the roofs and management of the air monitoring contract. Pre-construction services included project planning, constructability review, scheduling, estimate review and reconciliation, procurement oversight and assistance in the bidding process, value engineering analysis, and quality assurance management.

Armand’s construction duties involved overseeing and documenting all construction activities performed by the contractors to ensure compliance with contract documents and codes, administering the project schedule, forecasting cash flow, approving contractor invoices, assessing site safety challenges, and weekly and monthly reporting to NYCHA.

Sack Wern Houses: In the Bronx, Armand oversaw the replacement of parapet walls, coping, chimneys and roofing for seven, six-story apartment buildings, a project estimated at approximately $10.5 million. The work required significant rooftop asbestos abatement and management of the air monitoring contract. To work around the extensive presence of asbestos-containing material (ACM) in the rooftop parapet wall during the roof replacement, Armand determined and oversaw the phased, selective demolition of the ACM, starting with removal of the existing roof membrane, the removal and disposal of 48-inch-width roof sheathing from inside of parapet, and finally, the removal of brick masonry parapet and veneer.

To ensure effective phasing, Armand required the contractor build a comprehensive mock-up illustrating the proper sequence for the demolition, bracing and removal of the existing construction assembly and the assembly of the new wall and roof. Armand’s solution to the asbestos related challenges allowed for the project to remain on schedule with no delays.

All projects that Armand managed with NYCHA were governed by Project Labor Agreements (PLAs) that the firm helped to establish and administer. Overseeing work involving union and non-union contractors, Armand closely monitored contractors’ compliance with the agreements and coordinated work to ensure specific tasks within the scope were handled by appropriate unions. Armand was able to step in as needed to review notifications of change to schedule and price, proposed change orders and notification of disputes, and recommend strategies to resolve disputes and avoid delay.
